The Palestinian Presidency welcomed the efforts led by U.S. President Donald Trump to advance his peace plan and implement UN Security Council Resolution 2803, including the formation of the Peace Council and its executive bodies. In a statement issued Wednesday, the Presidency announced its support for the establishment of a Palestinian transitional committee to administer the Gaza Strip during the interim phase.
The Presidency said it has maintained close contact with U.S. Special Envoy Steve Witkoff, Jared Kushner, U.S. teams, and Nikolay Mladenov to support efforts to consolidate the ceasefire, move to the second phase of the plan, and begin Gaza’s reconstruction. It expressed appreciation for Trump’s direct involvement, as well as the mediation roles played by Egypt, Qatar, and Turkey.
The Presidency reaffirmed the need to maintain institutional unity between the West Bank and Gaza, rejecting any parallel administrative or security systems, and stressing the principle of one system, one law, and one legitimate weapon. It also called for parallel steps in the West Bank to halt settlement expansion, settler violence, annexation, and the withholding of Palestinian funds.
Separately, Palestinian factions announced their support for mediator-led efforts to form the Palestinian National Transitional Committee to govern Gaza. In a statement issued after a Cairo meeting held under Egyptian auspices, the factions said the committee should immediately assume responsibility for managing civil affairs and essential services in coordination with the Peace Council and its international executive body overseeing reconstruction.
The factions praised the roles of the United States, Egypt, Qatar, and Turkey, affirmed their commitment to the ceasefire agreement and its subsequent phases, and called for pressure on Israel to open crossings, allow aid into Gaza, withdraw from the Strip, and halt aggression.
Meanwhile, U.S. Special Envoy Steve Witkoff announced the launch of Phase Two of President Trump’s 20-point Gaza plan, aimed at transitioning from a ceasefire to disarmament, establishing a technocratic Palestinian administration, and initiating reconstruction. He said the plan includes forming a technocratic transitional administration in Gaza, known as the National Committee for the Administration of Gaza, alongside the dismantling of all unauthorized armed groups.
Witkoff noted that the first phase led to historic levels of humanitarian aid, the maintenance of the ceasefire, and the return of all living captives, adding that the United States expects full compliance with the plan moving forward.
