Khalil Shikaki: The ‘Fortune Teller’ of Palestinian Polling

Opinion polls are an important tool for understanding public sentiment, particularly on sensitive political issues such as the Palestinian question. But their value depends on methodology, transparency and objectivity.

This is why recent comments by Dr. Khalil Shikaki, head of the Palestinian Center for Policy and Survey Research in Ramallah, raise questions about how his center produces and interprets its findings.

Shikaki speaks about polling numbers as facts, while acknowledging that his center adjusts responses based on the experience of the 2006 Palestinian elections. But if previous projections were wrong, does that justify changing the interpretation of later responses according to an election held under completely different circumstances? A failed prediction should raise questions about methodology not lead to reshaping subsequent answers around a past result.

This comes closer to fortune-telling than scientific polling, which is why one prominent Palestinian academic and polling expert has described Shikaki in terms closer to an “predictor” than a researcher.

There is also a broader concern about the wording of questions. In any survey, the way a question is framed can influence the answer. The Palestinian public may not always distinguish between media outlets and their political agendas, but researchers do. Some outlets support particular Palestinian political figures or movements, while others are strongly critical of the Palestinian Authority. The same applies to Western media, where editorial choices can shape which questions, angles and findings receive attention.

Shikaki’s center also has a long and complicated history of tension with President Mahmoud Abbas and Fatah. Critics have questioned the tone and framing of some questions concerning the Palestinian presidency and whether they reflect the neutrality the center claims.

Funding is another issue that deserves greater transparency. Palestinian sources familiar with the research sector have pointed to substantial financial support for the center, including tens of thousands of dollars for individual surveys, several surveys each year, and joint research with Israeli institutions. Whatever the exact figures, research centers with significant political influence should be transparent about who finances their work and under what arrangements.

The role of the media makes this even more important. American and Israeli media outlets have often given extensive attention to polling results suggesting declining support for the Palestinian Authority or Fatah. Once such findings appear in Israeli media, they can quickly gain wider political significance and be repeatedly amplified.

This does not mean that polling should be restricted or that criticism of the Palestinian Authority should be silenced. But it does mean that claims presented as objective measurements should be examined carefully, particularly when methodology, question wording, funding and media amplification all intersect.

There is also a need for a clear legal framework governing foreign funding of research centers, media platforms, civil-society organizations, political parties and individuals. Foreign financial support should be transparent and subject to law and oversight, especially during politically sensitive periods and ahead of elections.

The credibility of Palestinian public-opinion research ultimately depends not only on the numbers themselves, but on how those numbers are produced, financed, interpreted and presented to the public.
